Concrete Barriers & Fencing Case Study: Securing a New Commercial Yard in Bedford
A new commercial yard needed clear routes and defined zones for lorries before opening. Maltaward delivered a moveable concrete barrier and fence perimeter in one week, with installation completed over two days.
Maltaward supplied and installed a complete temporary vertical barrier (TVCB) and Heras fence system for a long-standing customer’s new commercial yard in Bedford. The perimeter went from brief to finished installation in one week with on-site installation completed within a couple of days.

At a glance:
- Location: Bedford, England
- Sector: Commercial
- Purpose: Preparing a leased plot for a new tenant – demarcating the boundary and making the site fit for purpose.
- Solution: TVCB concrete barriers with Heras fencing, purchased outright by the client.
- Approach: Temporary, non-permanent groundworks – the yard tenancy and use are expected to keep changing, so the boundary needs to be able to change with them.
- Timeline: One week from revised brief to completion.
- Installation: Two days (15-16 September) – groundwork and barrier positioning on day one, TVCB fencing fitted on day two.
- Logistics: 11 coordinated deliveries, including around 235 tonnes of concrete barriers, run alongside 13 other jobs on the same day.
The Brief: Defined routes, flexible layout
The client needed a leased plot demarcated and made fit for purpose ahead of a new tenancy, without committing to a fixed permanent boundary as the site’s tenancies and use are expected to keep changing over time. The incoming tenant’s operations would bring regular vehicle movements, so the perimeter also had to give clear routes and keep the site secure. The perimeter had to:
- Mark out clear routes and zones for vehicles
- Separate vehicles, pedestrians and operational areas
- Keep an opening of approximately 5 m for vehicle access
- Follow a revised perimeter plan
- Stay adaptable if the site’s requirements changed
- Deter unauthorised access
The client provided Maltaward a site plan and revised brief, including an additional 104 m perimeter section and the vehicle opening. Everything had to be in place before the new tenancy began.

The Solution: Concrete Barriers Below, TVCB Fencing above
Maltaward designed and provided a modular system of 3 m TVCB barriers topped with TVCB fencing – Heras style fence panels that slot into and secure onto the barrier. It’s a temporary site fencing solution purpose-built for sites that need to move fast, without compromising on structure and security.
Each 2.5-tonne concrete barrier forms a substantial ground-level boundary that helps restrict unauthorised vehicle access. The Heras fence panels mounted on top adds height and visibility, clearly separates the different areas of the site and deters pedestrian access. Bolt-over brackets, M20 fixings, fencing clips and braces connect the components into one coordinated system.
The installation needed no permanent groundworks, so there is nothing to dig out or reinstate if the layout changes. The barriers can be reconfigured as the site’s tenancies and layout change, which is valuable for a site expected to see further changes in use.
Materials supplied:
- 94 x 3 m TVCB concrete road barriers
- 82 x 3.5 TVCB Heras fence panels
- 92 x TVCB bolt-over Brackets
- 82 x bolt down braces
- 188 x M20 bolts, nuts and washers
- 180 x fencing clips

235 Tonnes of Concrete Barriers, 11 Deliveries, 1 plan
Moving around this much concrete, plus the fencing and fixings, took careful sequencing. Materials arrived in 11 coordinated deliveries by articulated lorry and Hiab-equipped vehicles. Moffet forklifts offloaded and positioned the barriers around the perimeter.
This was one of 14 jobs Maltaward had running that day. The Bedford deliveries and installation went ahead without holding up work for any other client.
Working from the clients’ site plan, Maltaward organised and planned the access requirements and delivery sequence before arriving on site. As a result, the work ran without significant access, ground or traffic-management issues.
Installed Over Two Days: Groundwork, then Fencing
One Maltaward employee carried out groundwork and positioned 235 tonnes of barriers on day one. Two colleagues joined him on day two to fit the bolt-over brackets and install the TVCB fencing, while other activities continued elsewhere on site.
The finished perimeter follows the revised plan and keeps an approximate 5 m opening for vehicle access.

The Result: A yard ready to open
The site’s plot boundary was clearly defined and secured ahead of the new tenancy. The completed system:
- Gives vehicles and pedestrians clearly defined areas
- Keeps a 5 m vehicle access opening
- Deters unauthorised use
- Can be repositioned at the site’s tenancies and layout changes
The client received one coordinated service covering supply, delivery and installation, delivered within a week after receiving the revised site plan.
